Charles is a researcher, writer, and commentator who consults and is an expert on market-friendly public-policy solutions to urban governance. 

Charles’ work focuses on upward mobility for those in major metro areas, transparent and accountable urban governance, and municipal finance and ethics. He has also increasingly focused on bottom-up solutions that restore sense of community and rebuild social fabric in local neighborhoods and urban areas.

He is a published author having contributed to The Future of Cities (American Enterprise Institute, 2023), a book published by the American Enterprise Institute and he is a contributing writer to City Journal, a public policy magazine published by the Manhattan Institute.

In addition to television and radio appearances including CNN, Fox News, and CBS, Charles has been published in the Wall Street Journal, Forbes, The Houston Chronicle, and Dallas Morning News.

Charles currently lives in Houston and was named a Houston Business Journal 40 under 40 honoree.

He serves on the Boards of Prison Entrepreneurship Program, Texans for Reasonable Solutions, Entre Capital, a lender for small businesses started by ex-offenders, and is currently serving a 4-year term as an appointee to the Texas Advisory Committee to the United States Commission on Civil Rights.
