The Houston Police Officers Union called last week for Peter Stout, the head of Houston’s forensics, to resign or be fired. As a backlog of untested evidence piles up at the Houston Forensic Science Center, police are waiting ever longer for the crime lab results that are crucial to their investigations.

“This is a problem that is getting worse by the day,” said Doug Griffith, the union’s chief.

Griffith is right that backlogs are slowing down Houston’s already dysfunctional criminal justice system. But is Peter Stout the actual culprit? Let’s analyze the case.
